Abstract: Reliable fuel consumption measurements play an essential role in road transport and the maritime sector whether for the development of fuel injection systems, the use of renewable fuels or for onboard fuel consumption monitoring. An assessment of the performance of flow meters used for fuel consumption determination under realistic conditions is thus of interest. In this PTB report main factors affecting the performance of flow meters commonly used in road and maritime transport are discussed and means to assess the associated uncertainty contributions presented. Moreover, investigations on the performance of flow meters under dynamic flow changes are addressed. A larger part of the work was carried out in the scope of the EMPIR project 20IND13 “Sustainable advanced flow meter calibration for the transport sector” (SAFEST). Further results come from studies carried out in different context in PTB’s Department 1.5 or from external studies.
